Based on a layout surveyed and mapped under the direction of Capt. W. H. James, Prov. Engrs., by L. C. Turner, C. E. The original sketch accompanied a letter from Wilmington by Gen. W. H. C. Whiting to Confederate Secretary of War, James A. Seddon, in Richmond, Virginia — January 28, 1863.
